Coffee Bar not steaming

Hi all, that coffee bar that i thought is working has a very unstable steam,
it's pumping out more water then steam, what could be the problem?
Does the 5 volt system have anything to do with the the thermostat malfunctioning?

Happy New Year.

No.... thermostats are integrated into 230 VAC (120 VAC) circuits.
The waterpump runs intermittently, when steam ist wanted. The delivered amount of water per interval can not be heated to steam because the heater element does not produce enough heat for this change or ... descale the heating tube .... the layer inside the tube isolates and prevents heat transfer.
